Liselotte Odgaard

Liselotte Odgaard is a nonresident senior fellow at Hudson Institute.

Her work focuses on United States–China–Europe relations, including North Atlantic Treaty Organization–China relations; Chinese foreign, security, and defense policy; Indo-Pacific security; and the geopolitics of the Arctic region. She is also a research fellow at the Norwegian Institute for Defense Studies in Oslo.

Dr. Odgaard has been a visiting scholar at institutions such as Harvard University, the Woodrow Wilson International Center for Scholars, and the Norwegian Nobel Institute. She is the author of numerous monographs, books, peer-reviewed articles, and research papers on Chinese and Asia-Pacific security, and she is a frequent commentator on these issues in the media.

Her recent publications include “NATO Should Break the Ice on Unmanned Systems for Icebreakers” (coauthored with Timothy A. Walton, Defense News, June 2025), “Russian-Chinese Cooperation in the Arctic: Will NATO Step up to the Challenge?” (ASAN Forum, August 2024), “Russia’s Arctic Designs and NATO” (Survival 64, no. 4, August/September 2022).

She received her bachelor’s degree, master’s degree, and PhD in political science from Aarhus University in Denmark, as well as a master’s degree in international studies from the University of Warwick in the UK.
