There is nothing the Chinese Communist Party and the Hong Kong government fear more than their people. The Hong Kong government’s latest action, issuing a second round of $HK1 million bounties against Hong Kong and Hong Kong–American pro-democracy advocates, reveals this truth. The Hong Kong government’s record of engaging in transnational repression is getting longer and longer, and it merits more than strong condemnation from the United States and the international community.
