Keynote: Enhancing US-Taiwan Military Cooperation

Michael Tsai, Former Defense Minister, Taiwan

Since the adoption of United Nations General Assembly Resolution 2758 in October 1971, the People’s Republic of China has managed to exclude Taiwan from participating in most international organizations. But despite Beijing’s efforts to enforce the “one China principle” in international forums, Taiwan remains committed to positive engagement within the international community.

In response to Taiwan’s commitment, China has relied primarily on gray-zone operations to influence international discourse and further its political agenda. One piece of China’s strategy is to normalize increased military pressure on Taiwan through repeated violations of Taiwan’s air defense identification zone (ADIZ). Simultaneously, Beijing hopes to use information and cognitive warfare to degrade the long-term military, civil, and social resources Taiwan would need to defend against an invasion. These lines of effort seek to dissuade Taiwan’s diplomatic and political efforts to engage with the international community.

Hudson’s China Center, with representatives from the Taiwan United Nations Alliance and the Washington Times, will explore Taiwan’s role on the international stage and discuss how to combat the PRC’s efforts and enhance United States–Taiwan military and diplomatic cooperation.
