Russia’s no-limits partnership with China has accelerated a fundamental shift in the global economic and security order. As the Kremlin continues to wage war against Ukraine, the United States and Europe should ramp up cooperation to counter Moscow’s growing economic and political ambitions. Europe needs to take significant steps to restore its economic security, including (a) ending dependence on Russian energy, (b) dismantling illicit financial networks that enable sanctions evasion, and (c) preventing Western technology transfers to Russia (and further to China, Iran, and North Korea).

At Hudson, scholars from the Sofia-based Center for the Study of Democracy (CSD) and Helsinki-based Centre for Research on Energy and Clean Air (CREA) will present the results of their recent research on how to more effectively counter these interconnected threats. They will discuss practical steps Europe can take to end its reliance on Russian oil and gas, increase energy imports from the US, and learn from American sanctions enforcement tools to modernize its institutions.

Join Senior Fellow Matt Boyse for this discussion with Martin Vladimirov, director of the Energy and Climate Program at CSD, and Isaac Levi, Europe-Russia policy and energy analysis team lead at CREA. CSD Program Director Ruslan Stefanov will provide opening remarks.
