The US Navy has long been the world’s largest and most capable military fleet. However, China’s People’s Liberation Army Navy recently overtook the US Navy in size and, with the PLA’s missile and air forces, threatens the US and its allies across the western Pacific. Against a large and sophisticated opponent like China, the US Navy cannot simply grow or adopt new technologies to regain its advantage. US sailors will need to innovate operationally or risk losing their next conflict.
