Today’s contingency planning and crisis management mechanisms on the Korean Peninsula were designed during the Korean War. However, since then, North Korea has developed strategies and capabilities that seek to undermine trilateral cooperation between the U.S., Republic of Korea, and Japan. In light of these changes in the security environment, it is time to develop contingency planning and crisis management mechanisms in the region to appropriately reflect the risks and burdens that each country will bear.
