For more than four decades, U.S. trade policy towards China has sought to make China a “stakeholder” in the liberal international economic order. The Trump administration initiated a policy of punishing China for rejecting global trade norms. Continued “consulting and coordinating with allies and partners,” as noted by Biden administration U.S. Trade Representative Katherine Tai, is sensible, but the administration has not yet articulated an intelligible blueprint for U.S. trade policy for China or the rest of Asia. With important questions such as the U.S. administration’s stance toward the Comprehensive and Progressive Agreement for Trans-Pacific Partnership still unanswered, what can we expect the administration’s trade agenda to be in Asia?
